I apologize for the ambiguity. The rules that I am talking about are ones that execute for all mailboxes (if you want them to) and are not set up just for one mailbox. In general, what I'm looking to do is to add a tag to an incoming email if the body of the email contains certain strings.

I know about the option of setting up a rule and emailing everyone a link but that is not something that I want to do here. Thanks for the help SemBee and Lee. Before Lee's suggestion I found a product named MailFender () that looked promising. I have downloaded and installed it, and it's working well right now. It doesn't seem quite as polished as MAPILab Rules for Exchange, but it works error-free.
I looked at the product suggested by Lee (exclaimer) and it appears that would work as well. Since I asked for either a solution to the MAPILab Rules for Exchange problem, or a commercial program that would solve the problem, this clearly is a successful answer.
